The Law Officers’ Department invites applications for the position of Senior Conveyancer to assist with the demanding workload within the small collegiate Property Team which is part of the Civil Division of the Law Officers’ Department. The Property Team provides conveyancing services and advice in respect of all Jersey Immovable Property and other related matters on behalf of the Attorney General to the Crown and to the Government of Jersey, Ministers and Departments. 

Job accountabilities:

1. Assist with the provision of advice to HM Receiver General on behalf of the Crown in relation to property matters.

2. Provide legal advice in relation to Property matters to the States of Jersey and to various Departments of GoJ and Parish authorities.

3. Prepare and draft property contracts, leases and other property related legal documents and assist with the preparation and completion of Development Agreements.

4. Undertake legal research using Pride in order to check title to immovable property and provide advice in relation to ownership and boundary queries.

5. Undertake research at the Jersey Archives and other historic records when required.

6. Carry out site visits and attend site meetings as required.

7. Research and draft statutory notices for the Minister for Infrastructure.

8. Use GoJ mapping systems and prepare property schedules/land ownership and boundary plans.

9. Support the team leader to deliver the workload in line with Law Officers’ Department (LOD) and GoJ priorities.

10. Assist the team leader with the training and mentoring of junior colleagues.

11. Ensure adherence to LOD and GoJ administrative procedures and policies including time recording, working within delegated authorities and monitoring progress.

12. Carry out such other duties as the LOD may reasonably request.

Qualification Requirements:

Minimum requirements – A’ Level or equivalent relevant qualification or experience.

Proficient in reading French and in translating French to English.

Substantial experience of conveyancing and land related legal work.

Experience Requirements:

While the post holder will be trained and mentored by the Property Team in respect of the administrative procedures and policies of LOD and SoJ, substantial experience in a conveyancing team and any additional experience of land related legal advice work within the private sector will be an advantage.

The following attributes are desirable:

a. experience of working collaboratively with people with different professional backgrounds and of achieving results to challenging deadlines;

b. a thorough grasp of French sufficient to read contracts pre-dating 2007 and to translate historic French contracts and other related documents accurately into English;

c. experience of analysing legislation and performing legal research.

Skills, knowledge and competency requirements:

The post holder will ideally have:

- a good understanding of Jersey Customary Law in relation to property;

- the ability to produce a draft contract following complex instructions requiring a mixture of following precedent and innovative drafting;

- the ability to liaise with external lawyers/conveyancers and independently draft, progress and complete a property transaction before the Royal Court;

- the ability to present a point of view convincingly and persuasively through rational argument;

- the ability to work effectively in a team to achieve high levels of professional and technical standards, providing a high level of support to the Team Leader or Legal Advisers;

- the ability to confidently and effectively make recommendations to the Team Leader, Legal Advisers and instructing departments where appropriate; and

- an understanding of how the law works and be able to demonstrate a willingness to stay abreast of current developments in legal practice, Jersey laws and Jersey Court procedures.

- At Senior Conveyancer level, the post holder will have significant relevant experience in a conveyancing team and be able to undertake any drafting project and possess the full set of skills necessary to:-  i) perform all aspects of conveyancing independently;  ii) provide legal advice in respect of Property matters and iii) assist the Team Leader with the training and mentoring of junior colleagues.
